Glauben 
Sie noch ernsthaft, dass durch Reduktionsverein- 
barungen für Treibhausgase und Warnung vor mögli- 
chen Folgen weniger emittiert wird? Wissen Sie, dass 
Österreich seine Emissionen, statt wie vereinbart um 13% zu 
senken, bereits um fast 13% erhöht hat? Glauben Sie, „die da 
oben“ werden’s schon noch richten oder glauben Sie die 
Bürger und Bürgerinnen werden von sich aus umdenken? 
Wer hat eigentlich das Risiko bzw. die möglichen Folgen zu ver- 
antworten wenn nicht hinreichend und rechtzeitig gehandeltwird? 
Auch wenn es sehr erfreuliche Einzelprogramme zur Steige- 
rung der Energieproduktivität und zur Nutzung erneuerbarer 
Ressourcen gibt, die hier keinesfalls diskreditiert werden sol- 
len, im Gegenteil, so ist aber ein Pradigmenwechsel in der 
Energieversorgung, respektive im Klimaschutz, nicht in Sicht. 
Natürlich ist über die Ursachen ansteigender Globaltempera- 
tur und deren Zusammenhänge mit stark zunehmenden 
CO2- 
Emissionen noch vieles im Nebel. Deswegen nicht handeln? 
Wäre ein Bergsteiger gut beraten, wenn er sich, in einen 
Nebel geraten, dächte, da ich den Geländeverlauf nicht sehe 
gibt es keine Abgründe. 
Dabei spricht neben den unmittelbaren Risken der Klima- 
veränderung vieles für ambitionierte Maßnahmen zum 
Systemumbau Richtung höchste Effizienz und erneuerbare 
Energie: 
•Endlichkeit bzw. Erschöpflichkeit der fossilen Energieträger 
und auch von Uran. 
•Umweltschäden und Risken durch unsere derzeitigen 
Versorgungs- und Nutzungssysteme 
•Dauerhaftigkeit eines Systems auf Basis erneuerbarer 
Ressourcen und minimalen Ressourceneinsatzes 
•Abhängigkeit der Wirtschaft vom Öl bzw. vom Ölpreis. 
Anstatt in das immer gleiche Lamento über die Schädlich- 
keit von Ölpreisanstiegen auf das Wirtschaftswachstum 
KLIMASCHUTZ

durch Substitution und Reduktion zu minimieren. 
•Reduzierung des Flächenverbrauchs durch Verdichtung und 
Nutzung bestehender Substanzen. Dadurch Verbesserung 
der Möglichkeiten der Erschließbarkeit durch öffentliche 
Verkehrsmittel. 
•Krisensicherheit (versorgungstechnisch und preisbezogen) 
durch Effizienz und Diversifizierung 
•Vorwegnahme von sich abzeichnenden globalen Entwick- 
lungen und Schaffung eines Vorsprunges für die heimische 
Wirtschaft. 
Natürlich ist es eine Binsenweisheit, dass jeder Verantwo r t u n g 
trägt und dieser gerecht werden sollte. In einem beson d e r e n 
Maße gilt dies aber wohl für jene, die mit einem G e s t a l t u n g s - 
anspruch angetreten sind. 
Ich will hier nicht einer Gemeinde erzählen w a s s i e a l l e s t u n 
kann und soll. Das wissen sie wohl selbe r , b z w . g i b t e s d a z u 
eine Reihe von Hilfestellungen (etwa d a s P r o j e k t „ E C O L U P “ 
oder das e5-Programm usw.). 
Meiner Meinung nach kann m a n d i e R o l l e b z w . d i e p o t e n t i e l - 
len Möglichkeiten einer G e m e i n d e g a r n i c h t ü b e r s c h ä t z e n . 
Gemeinden können Ker n i n n o v a t i v e r E n t w i c k l u n g s e i n , g e r a d e 
dort kann Glaubwür d i g k e i t u n d I d e n t i f i k a t i o n s t a t t f i n d e n . D a s 
wissen wir zum B e i s p i e l a u s u n s e r e r A r b e i t i m G e m e i n d e - 
programm e5. G e m e i n d e n k ö n n e n d a s K l i m a v e r ä n d e r n .
